Tiffany Horne is the Financial Analyst and Director of Client Engagement. She develops and manages the budget for the Defense Health Agency (DHA), Facilities Enterprise, and monitors the status of funds for projects, and resolves all budgetary discrepancies.
Tiffany serves as a liaison between the Facilities Enterprise, DHA Deputy Assistant for Financial Operations (DAD FO (J-8) offices, and Contracts Personnel, assisting the COR with administering contracts per FAR regulations and DAWIA principles procurement actions. She manages the budget execution to meet set monthly expenditure metrics IAW guidance from leadership. She provides Chief and Department Chiefs, Facilities Enterprise, and DHA with standard Program Status Report of all pending actions, tasks, and issues.
Tiffany is a Virginia native and retired from the US Army. She held many leadership positions during her career, including Instructor, Equal Opportunity Advisor, and culminating as a Sergeant Major for the largest Dental Health Command in the Army. She served on various deployments and won prestigious awards for her leadership abilities. Her education and certification include completing all military leadership development training, and she is a United States Army Sergeants Major Academy Class 67 graduate. Tiffany completed the first-ever cohort for UC Berkley’s DA Strategic Broadening Opportunity Program and is certified Project Management Professional and Certified Six Sigma Black Belt. She is a Women Veterans Civic Leadership Institute fellowship graduate of Chestnut Hill College. She has a BS in Business Management, MA in Human Services Counseling with a cognate in Military Resilience, and is a doctoral candidate for Strategic Leadership at Liberty University.
Ms. Horne enjoys volunteering, reading, and poetry. She is a member of Zeta Phi Beta Sorority Incorporated and serves on several local chapter committees, including Social Action, Military Advisory, Bylaws & SOPs, and Youth. In March 2020, she represented women veterans on Capitol Hill as a 2020 Women Veterans Delegation Senior Delegate for WVR! The delegation spoke on Acts including Establishing a mission for the Department of Veterans Administration that includes military women & women veterans. (HR. 3010, Honoring All Veterans Act), Ensuring that housing programs for veterans have family members. (HR 95, Homeless Veteran Families Act), and Expanding healthcare access for women veterans. (HR 3224, Deborah Sampson Act).
