FAA Building 10A, Room 228 Innovation Center

Project Overview: SandHurst-AEC, LLC served as the prime contractor for the modernization and interior renovation of the FAA Building 10A, Room 228, transforming a legacy facility suite into a fully functional Technology Innovation Center within the occupied Orville Wright Building (10A) at FAA Headquarters. The project required full general construction management, coordination of multiple trades, and compliance with federal safety, security, and quality standards under occupied facility conditions.

The scope of work included selective demolition, new partitions, ceilings, finishes, and full MEP system upgrades. Work was performed in accordance with federal construction standards, including PBS P100, OSHA 29 CFR 1910/1926, NFPA, and EPA hazardous material regulations. The project required precise coordination with federal representatives, facilities personnel and building security to conduct construction activities exclusively during non-government hours (6 PM–6 AM).
Scope Highlights

  • Demolition and abatement of hazardous materials per OSHA and EPA regulations.
  • Demolition of concealed drywall due to hidden conditions
  • Installation of drywall and paint.
  • Installation of new glass door and sidelight with security controls.
  • Redesign and replacement of a decorative wood ceiling with a suspended drop ceiling system.
  • Installation of new guard railings, power and conduit systems for DTEN TVs, and raised-floor electrical distribution
  • Rearrangement of powered floor boxes and installation of new door frames at adjacent electrical and security rooms.
  • Integration of energy-efficient lighting and upgraded HVAC and electrical systems.
  • Commissioning of mechanical, electrical, and lighting systems under GSA oversight

Schedule & Coordination: The project achieved substantial completion on August 20, 2025, following multiple Owner-directed scope additions. SandHurst-AEC maintained schedule discipline through detailed sequencing, after-hours work coordination, and collaboration with federal stakeholders to minimize operational disruption. All milestones were achieved without claims or unresolved delays.

Management & Communication: SandHurst-AEC demonstrated exceptional coordination and transparency with federal contracting representatives, building managers, and GSA construction advisors. SandHurst-AEC applied a task-order style management approach—rapidly addressing scope modifications, processing submittals efficiently, and maintaining full compliance with federal documentation standards. The cooperative, solution-driven communication style exemplified the partnering approach expected under multi-award construction contracts.

Cost Control: Despite expanded scope, the project was delivered under the original contract budget through proactive cost control, transparent reporting, and disciplined subcontractor management. SandHurst-AEC’s fiscal oversight ensured cost efficiency consistent with FAR Part 36 and IDIQ task-order practices.

Quality, Safety & Compliance: All construction activities adhered to the principles of the USACE 3-Phase Quality Control system and EM 385-1-1 safety standards. The project experienced zero incidents. Work was executed under approved Quality and Safety Plans, achieving full compliance with federal safety, accessibility, and sustainability standards, including over 50% waste diversion and the use of Energy Star and FEMP-compliant products.

Client Impact: The FAA Innovation Center now provides a state-of-the-art workspace supporting technology integration and innovation.
